NATO Facility Clearance Management

NATO facility clearance management is a consulting service that prepares a facility for the facility security clearance (FSC) process before it takes on classified work. We run a pre-assessment of your facility, plan the physical and electronic security measures, and work with you on the documentation and audit preparation.

WHAT IT DELIVERS

What it adds to your building

  • 01

You know what is missing from the start.

In the pre-assessment, we compare your facility’s current state with the requirements. Gaps surface during preparation, not during the audit.

  • 02

Measures do not stay on paper.

Planning and installation of camera, access control, alarm and perimeter security measures can be handled in the same engagement. That way, what the documents say and what runs at the facility are the same.

  • 03

The file moves forward in order.

The documents the application file requires are prepared in a single structure. It is clear from the start which document is expected from whom.

  • 04

You go into the audit prepared.

Before the audit, we walk the facility together and check the measures and records one by one.

SCOPE

What is included?

Topics we cover in facility security clearance preparation:

  • Pre-assessment of the facility and its classified work areas
  • Facility-specific requirements list and gap report
  • Perimeter security: fencing, lighting, entry points and perimeter cameras
  • Planning of physical protection measures by building and room
  • Electronic security: IP CCTV, access control, intrusion and hold-up alarm systems
  • Setting up registration, authorization and access logging
  • Preparation of the technical documents the application file requires
  • Security awareness briefing for staff
  • Pre-audit check and gap closure

PROCESS

How we build it

  1. Pre-assessment

We walk the facility on site and map its location, surroundings, entrances and exits, and the areas where classified work will take place.

  2. Requirements list

We list the requirements from legislation and contract terms that apply to your facility, compare them with the current state and prioritize the gaps.

  3. Physical and electronic measures

The missing measures are designed and installed: perimeter security, cameras, access control, alarms.

  4. Documentation preparation

We prepare the technical documents the application file requires, based on the Ministry’s current announcements.

  5. Audit preparation

Before the audit, we check the facility and the file together and close the remaining gaps.

TECHNICAL NOTES

What we look at in the design

What is the clearance and who issues it?

Under the Defense Industry Security Law No. 5202, a facility security clearance shows that the protection measures planned for the physical security of classified information, documents and material, taking into account the facility’s location, surroundings and threats, have been found adequate. The law designates the Ministry of National Defense as the authority; applications are made directly to this authority in writing. For work concerning NATO, security procedures are carried out by the Presidency of the North Atlantic Treaty Central Board (Kuzey Atlantik Andlaşması Merkez Kurulu Başkanlığı) in coordination with the Ministry of National Defense.

Physical and electronic measures are planned together

The law requires facilities to take the necessary physical protection measures and allows additional measures to be requested where needed. Fences, doors and locks are not enough on their own. Access control that records who entered and when, cameras that monitor the area and alarms that report unauthorized entry complete the physical measures. We design these systems to work with one another.

Our role

The clearance is issued by the official authority; the applicant and the holder of the clearance is your organization. We work as the technical consultant who prepares the process and installs the measures. Whether the clearance is granted depends on the audit result. (The legal assessment of how the legislation applies to your organization is the responsibility of your organization’s legal counsel.)

FAQ

Frequently asked questions

What is a facility security clearance?

A facility security clearance is a certificate showing that the measures taken to protect classified information, documents and material at a facility have been found adequate. In Türkiye, it is defined in the Defense Industry Security Law No. 5202 and assessed by the Ministry of National Defense.

How do you obtain a NATO facility security clearance?

The process moves forward as the facility takes the required physical and electronic security measures, prepares the application file and passes the audit. Under Law No. 5202, security procedures concerning NATO are carried out in coordination with the Ministry of National Defense. For current application steps and required documents, the Ministry’s official announcements should be followed.

Where do you apply for a facility security clearance?

The application is made directly and in writing to the Ministry of National Defense, the authority designated in Law No. 5202. The organization that will hold the clearance applies; we support the preparation process as technical consultants.

What is the difference between a personnel security clearance and a facility security clearance?

A personnel security clearance is issued to a person, a facility security clearance to a facility. The personnel clearance allows its holder to access classified information. The facility clearance shows that the place where that information is kept is protected. The law requires both for classified defense industry work.

Who needs a facility security clearance?

It is mandatory for organizations that will work with classified defense industry information, documents, projects or material. Under the law, an organization cannot take part in contracts and work involving classified information without this clearance.

Let’s start with a pre-assessment to prepare your facility for the clearance process.
